With one driver in a large pool, you won't be tested exactly 0.50 times: selection is by chance, so some years it is zero, others two. A business expense for most carriers; confirm with a tax professional.

Post-accident and reasonable-suspicion tests happen only when required, and a return-to-duty process after a violation adds substance abuse professional fees and follow-up tests. Those can cost far more than a year of routine testing.

DOT random drug testing percentage for 2026
FMCSA's minimum annual random testing rates for 2026 are 50% for controlled substances and 10% for alcohol, the same as the previous year. The rates are set under 49 CFR 382.305 and can change each calendar year based on industry violation rates.
The percentage applies to the average number of driver positions in a random pool. In a consortium, the pool is shared by many carriers, so the consortium tests at least that share of all drivers, chosen at random. Being in the pool, not the number of times you are picked, is what the rule requires of you.
For budgeting, that makes random testing a small and uneven cost for one truck. Plan for one drug test a year, about twice the average for a single driver, keep the yearly plan fee as a fixed line, and set aside a little more for the year you get picked twice. Check the rate again each January, since FMCSA can raise it.

Consortium cost: per-driver plans vs flat fleet plans
Most consortiums price small carriers per driver: a base fee for the first driver and a smaller fee for each added one. Some also sell a flat plan for unlimited drivers. Compare what each plan includes before the price: random test fees, the MRO, Clearinghouse reporting, collection sites near your lanes, and record access. Testing on your books: a business expense line
The IRS lets businesses deduct ordinary and necessary expenses of running the business. For a carrier that must test its CDL drivers by law, consortium fees and test costs usually fit that description. Record them as their own expense line, so they show up in your cost per mile, not hidden in a general bucket.
